Established in 2003, Q4 is Ireland’s largest independent public affairs and public relations firm. A core component of Q4’s work is the development and delivery of strategic plans and activities for public bodies, business, NGO’s and representative organisations at a local, national and EU level. Its corporate and representative work has included a number of international technology companies as well as the representative body for the Irish medtech sector - one of the largest such national medtech industries in the world.
Q4 has significant experience in relation to strategic communications and policy development within the context of the health sector and EU-funded research projects. During the PROSCOPE project Q4 worked to ensure that objectives were linked to evolving public health policy, organised key briefing, including in the European Parliament and ensured wide coverage of the consortium’s research.

Stephen Lynam, Director
Stephen was Special Adviser to a senior Irish government minister, across the Departments of Transport, Tourism & Sport, Public Expenditure & Reform and Finance from 2014 to 2018 where he advised the Minister on strategic policy and political matters. He began his career in 2001 as a policy officer in the office of the leader of the opposition.
He is a graduate of Trinity College Dublin and holds a Master’s Degree in Journalism from Dublin City University.
